3th Party Certification for Electrical Systems

Any electrical work carried in a dweling is subject to Requirement P1 and should be designed and installed to comply with BS 7671. There are two parts of work you can do which one is Notifiable work and other is Non-notifiable work to the Local Building Control.

  1. NOTIFIABLE WORK

A person intending to carry out building work in relation to which Part P of schedule 1 imposes a requirement is required to give a building notice or deposit full plans where the work consist of;

  • the installation of a new circuit;
  • the replacement of a consumer unit; or
  • any addition or alteration to existing circuits in a special location

” SPECIAL LOCATION ” means-

a.) within a room containing bath or shower, the space surrounding a bath tap or shower head, where the space extends-

  • vertically from finish floor level

– a height of 2.25 meters or

– the position of the shower head where it is attached to wall or ceiling at a point higher than 2.25 meters from that level and

  • horizontally

– where there is a bathtub or shower tray, from the edge of the bathtub or shower tray to a distance of 0.6 meters or

– where there is no bathtub or shower tray from the center point of the shower head where it is attached to the wall or ceiling to a distance of 1.2 meters or

  • a room containing a swimming pool or sauna heater.

 

2. NON-NOTIFIABLE WORK

While all fixed electrical installation work associated with a dwelling house  or flat is within the scoop of Part P and must comply with BS 7671, only work described in section 1 is notifiable; the rest is not.

 

Examples of non-notifiable work include;

 

  • adding socket-outlets to an existing circuit other than in a Building Regulations ‘ Special Location’
  • adding a lighting points to an existing circuit other than in a Building Regulations ‘Special Location’
  • installing a outside light or socket supplied from an existing circuit
  • installing lights and sockets in a conservatory from existing circuits
  • installing socket-outlets or lighting points from existing circuit in a kitchen

 

It must be noted that non-notifiable work is required to comply with BS 7671, including the requirements for inspection and testing and issuing of a

Minor Electrical Installation Certificate (MEIWC)

Unqualified Installers ( contractors or DIY-ers )not qualified to inspect and test their work must notify Local Building Control body of notifiable work before the work starts ( emergency work is to be notified as soon as possible ). Building Control is then responsible for ensuring that the work is safe, which includes arranging for inspection and testing, as necessary.

However, before the work begins,  an installer who is not a registered electrically skilled person may appoint a registered third-party certifier to inspect and test work as necessary.

Within five days of completing the work, the installer must notify the registered third-party certifier, who, subject to the results of the inspection and testing being satisfactory, should complete an Electrical Installation Condition Report (EICR) and give it to the person ordering the work.

If third-party certifier is unable to certify that the requirements of the Building regulations have been met, the third-party certifier must notify the local authority.
